Your article [title & date] fails to note the scientific controversy over ozone transport -- i.e., do air emissions from the Midwest really cause smog in the Northeast?
Long range ozone transport is a construct of mathematical models, not a scientific fact. This is such a glaring problem that EPA was forced to misrepresent the advice of its own Ozone Transport Assessment Group. The OTAG found there was short-range ozone transport. But this was not a major contributor to Northeast smog. The group called for more research before moving ahead with new controls. The EPA ignored this advice and, instead, encouraged the Northeast states to blame Midwest emissions.
Northeast smog is caused by sources in that region. But the Northeast would like to shift elsewhere the cost of coming into compliance with EPA standards.
If the Northeast had to pay for its pollution, perhaps they, too, would be willing to look at EPA "science" with a more critical eye.
